Analysts had expected a decrease of 435,000 barrels, and the build reported by the Energy Information Administration came as a double surprise after trade group the American Petroleum Institute (API) reported a 1.8 million-barrel draw late on Tuesday. The Governor's statement cited the "extraordinary times in our state and country" as reason for the reprieve, but he warned that if no agreement was reached by the end of the weekend, he would be issuing emergency extender legislation. They slid last week to the lowest since November as American supply gains countered output cuts by other producers. The main reason for the extension is rising US shale production, which last week hit 9.13 million barrels daily. Environmental groups challenged that decision. The hazards of chlorpyrifos exposure in children led the EPA to ban it from most household products, like pet "flea bombs" and lawn sprays, in 2000 . U.S. farms use more than 5 million pounds of the chemical each year - about 25% of it in California.
