Starbucks responds to 'latte levy' with 5p cup charge to cut waste

The government should also set a target to recycle all disposable coffee cups by 2023, and ban the cups if it fails to meet the goal, the panel said.

"To understand how better this could work we are delighted to announce a partnership with Starbucks that will trial and promote a 5p cup charge in 20 - 25 central London stores".

Committee chairwoman Mary Creagh said: 'Almost none are recycled and half-a-million a day are littered.

Make companies pay for producing mixed material packaging which is hard to recycle (coffee cups are a paper shell with a plastic lining bonded to the paper).

"Their silence speaks volumes", MPs said.

SUEZ recycling and recovery United Kingdom serves around 12 million people and handles around 10 million tonnes of waste each year. "Disposable coffee cups are an avoidable waste problem and if the United Kingdom can not be confident of their future sustainability, the government should ban them".

On Friday Starbucks said that it would start a three-month trial of a 5p paper cup charge in up to 25 London shops from next month.

"By singling out disposable cups the committee is, by its own admission, looking for United Kingdom coffee retailers and their cup providers to underwrite the waste management of all packaging used on the go", he said. Other efforts were "inconsistent and need targets" to be imposed by the government. The plan is being considered by ministers amid calls for a complete ban on all disposable cups by 2023 unless manufacturers can make them recyclable.

Even when consumers place coffee cups in recycling bins, there's now no way for recycling plants to recycle them.

Starbucks and Costa have already introduced on-site recycling bins for cups, which are then directed to one of three specialist recycling facilities, and offer a 25p discount to customers using their own cup.

But Creagh warned that such discounts had found to be "ineffective" - unlike charges, noting the success of a recent levy on plastic bags in England, which reduced their use by 83 percent in the first year.

The charge could lead to a reduction in the use of disposable cups of between 50-300m per year, according to evidence submitted to MPs.

The cups are technically recyclable, but because they mix paper and plastic components there are only three recycling facilities in the United Kingdom that can deal with them.

Fewer than 1 in 400 cups is recycled, largely because their plastic linings make recycling trickier. But Burnett said there was a key link missing in the chain: transporting the cups from the retailers to the recycling facilities.

"By generating greater volumes of cups for recycling this will create a market for the material, making cups more attractive to waste management companies and creating the potential for more schemes to be introduced to collect cups from a much wider range of locations such as offices and high street locations".

Just five retailers have taken up Cropper's cup recycling initiative and the firm has recycled just 10m cups following a target of 500 million a year.

The consultancy, which is a charity, will use the funds to run a behaviour change study, helping Starbucks to understand how the public can be encouraged to choose reusable drink containers.

Now the Environmental Audit Committee's plan to bring in a tax on disposable coffee cups is in the proposal stage.

Only one per cent of the cups sold by cafés "to-go" are recycled, most are sent for landfill or incineration.
