An uncomfortable looking Mr Turnbull said his government had to first consider its refugee-swap deal with the United States.

More than 600 asylum seekers remain inside the Australian detention centre on Manus without food, water, electricity or security, after the facility was officially shut down on Tuesday.

The United Nations warned of an "unfolding humanitarian emergency" at an Australian detention centre in Papua New Guinea on Thursday, calling on Canberra to defuse a tense days-long stand-off between refugees and authorities.

"We call on the Australian government. who interned the men in the first place to immediately provide protection, food, water and other basic services", United Nations rights spokesperson Rupert Colville told a news briefing. About 600 detainees are refusing to leave, citing safety fears if they move to transition centres where locals are reportedly hostile.

Under its tough immigration policy, Canberra sends asylum seekers who try to reach Australia by boat to two camps, in Manus and Nauru, and they are barred from resettling in Australia.

"It's quite distressing to see the Greens ramping up the tempo on Manus Island because I don't want to see any incident there".

"We repeat our overall concerns about Australian offshore processing centres which are unsustainable, inhumane and contradictory to its human rights obligations", Colville said.

"If one of the men on Manus was your brother, your uncle, your Father.your son".

"As the prime minister at the time I honoured the arrangement of the previous government but once the processing was completed, my government put a stop to this so-called Pacific Solution", Sir Michael said in his statement, adding any resettlement needs support services.

"But also we have urged Australia and PNG to de-escalate the situation, resume basic services - water, electricity, medical services as well".

"While [Australia] is not accepting refugees from Manus they have no right to reject New Zealand's offer".

"At the moment hundreds of naked men are lying around me", wrote Boochani.

New Zealand's Prime Minister Jacinda Ardern on Friday repeated her country's offer to take up to 150 refugees.

Australia has struggled to move the refugees to third countries such as Cambodia or PNG.

Ardern's relationship with Australia has been controversial since her election, with Foreign Minister Julie Bishop describing the 37-year-old New Zealand leader as "untrustworthy" after an MP from her own Labour Party delved into former deputy PM Barnaby Joyce's dual Kiwi citizenship status.

"Australia blocking but has no right to say no", he wrote on Twitter.

Australia entered into an agreement during Barack Obama's administration for about 1,200 of those detained to be resettled in the U.S.
