Speaking Monday in the coal-mining state of Kentucky, Environmental Protection Agency Administrator Scott Pruitt said he would be issuing a new set of rules overriding the Clean Power Plan, the centerpiece of President Barack Obama's drive to curb global climate change.

He said: "The war on coal is over".

Rolling back the rule was a major plank of President Trump's campaign past year.

"I'm here to make an announcement that's very, very important for you".

The Clean Power Plan cuts significant amounts of power plant carbon pollution and the pollutants that cause the soot and smog that harm health while advancing clean energy innovation, development, and deployment, and laying the foundation for the long-term strategy needed to tackle the threat of climate change. The rule specified targets for states based on power-plant emissions and gave officials broad latitude to decide how to reduce them.

"He's proposing to throw out a plan that would prevent thousands of premature deaths and tens of thousands of childhood asthma attacks every year", he continued.

The environmental lobby reacted angrily, as Greenpeace Climate Director Kelly Mitchell called Pruitt "a dangerously corrupt fossil fuel errand boy" in a prepared statement.

Pruitt also added that President Trump demonstrated "tremendous courage" when he made the decision to withdraw from the Paris Climate Accord this past June.

The Clean Power Plan, finalized in 2015, never went into effect due to a freeze from the Supreme Court in early 2016 until legal challenges concluded.

But Weinstein and his lawyers have criticized the New York Times' report in statements and interviews. A spokeswoman for the executive did not immediately respond to a request for comment.

The agency is not committing to writing a new regulation governing greenhouse gas emissions from power plants.

The CPP had been challenged in court by 27 states after it was launched in 2015.

The initiative, which was created to cut U.S. carbon dioxide emissions by 32 percent from 2005 levels by 2030 never actually took effect because the U.S. Supreme Court put it on hold in February 2016.

"The Trump Administration's persistent and indefensible denial of climate change — and their continued assault on actions essential to stemming its increasing devastation — is reprehensible, and I will use every available legal tool to fight their risky agenda", said Schneiderman, a Democrat. Now only five power plants in Arkansas are coal-burning plants, which would have received substantial reductions under the Clean Power Plan.

Environmental advocacy groups have vowed to fight the announcement in court.

"Now the public has an opportunity to weigh in, as EPA is required to accept public comment on the proposed repeal and a discussion paper on a replacement", Rhea Suh, president of the Natural Resources Defense Council, said in a statement Monday.

He added: "No matter who is in the White House, the EPA is legally required to limit unsafe carbon pollution, and the Clean Power Plan is an achievable, affordable way to do that".

The United States, if the Trump administration follows through on its pledge to withdraw, would join Syria as the only two nations not to be signatories to the agreement.
