In Apple's detailed documentation, it is clearly stated that iOS 11's Control Center doesn't let you turn off Wi-Fi or Bluetooth completely so that users can take advantage of iOS 11's other important functions.

The radios themselves, however, will keep humming in the background in a low-power state.

As another security researcher pointed out however, this issue has not simply been an Apple problem as Android has had its own issues of always-on Bluetooth and Wi-Fi.

To completely disable Wi-Fi and Bluetooth for all networks and devices, go to Settings tap on Wi-Fi and turn of Wi-Fi completely. Wi-Fi is also re-enabled if you walk or drive to a new location.

Turning off Wi-Fi or Bluetooth once we no longer use it has become a commonplace. The company says both Wi-Fi and Bluetooth will continue to work after their toggles are moved to the off position so that you can use certain features, such as the file-transferring AirDrop, the Apple pencil and Watch, Handoff, Instant Hotspots, and Location Services.

The feature is also applicable for those using the iPhone with mac OS High Sierra.
