North Korea threat prompts Guam natives to assert rights

U.S. Central Intelligence Agency Director Mike Pompeo said on Sunday that North Korean leader Kim Jong Un might conduct another missile test but talk of being on the cusp of a nuclear war was overstating the risk. A North Korean statement said Kim Jong Un would observe what it called "foolish and stupid conduct" of the U.S. before deciding whether to order the missiles fired.

"He said that if the Yankees persist in their extremely risky reckless actions on the Korean peninsula and in its vicinity, testing the self-restraint of [North Korea], the latter will make an important decision as it already declared", the report said.

Responding to the tests, Trump warned the North of "fire and fury like the world has never seen", while Pyongyang threatened to fire missiles close to the USA territory of Guam.

"The government, putting everything on the line, will block war by all means".

Moon, in a televised speech Tuesday on the anniversary of World War II's end and the Korean Peninsula's liberation from Japanese colonial rule, said Seoul and Washington agree that the nuclear standoff should "absolutely be solved peacefully".

As North Korea's army presented a plan this week to strike waters near Guam with a barrage of missiles, locals and tourists on the sleepy Pacific island reacted with both trepidation and defiance.

However, North Korea reiterated its threats, with its official KCNA news agency saying "war can not be blocked by any power if sparks fly due to a small, random incident that was unintentional".
