Cuba Denounces Trump Move To Roll Back Obama-Era Opening

However, despite the rhetoric, the order appears to be less far-reaching than the President claimed, for example, the embassies that opened in Havana and Washington will be maintained, Cuban Americans will be allowed to send money to their families and visit them, and US companies will be allowed to continue commercial transportation, including flights between the two countries.

The Cuban government has rejected the newly-announced U.S. policy towards the country and said that any attempt to change the political system on the island would be "destined to fail".

But Trump left in place many of Obama's changes, including the reopened USA embassy in Havana, even as he sought to show he was making good on a campaign promise to take a tougher line against Cuba, especially over its human rights record.

U.S. officials will move to enforce an existing ban on tourism by eliminating individual people-to-people exchanges that had been allowed under Obama and had opened a back door to tourism.

However, Trump has threatened to undo any deal Washington made with Havana if Cuba fails to take steps to improve the lives of the Cuban people.

Havana considers the new policy driven by Trump to be a "hardening of the blockade (...) which not only causes damage and deprivation to the Cuban people and constitutes an undeniable obstacle to the development of our economy, but also affects the sovereignty and interests of other countries". The policy memorandum directs the Treasury and Commerce departments to create new regulations within 30 days, although they wouldn't be in place for several months.

"Any strategy meant to change the political, economic and social system in Cuba, whether it is a strategy that tries to achieve so through pressures or the use of more subtle methods, will be condemned to fail", it said.

As a result, the changes - though far-reaching - appear to be less sweeping than many U.S.pro-engagement advocates had feared.

Trump also demanded the return of US fugitives including Joanne Chesimard, a black militant convicted in 1977 of the murder of a New Jersey state trooper.

Since taking over the running of the country just over a decade ago, Castro has been gradually expanding the private sector and trying to open up the country to foreign businesses.

Trump to Announce Tougher Rules for Cuba
White House officials describe the policy change as fulfilling a promise Trump made to Florida's Cuban exile community last fall. Trump said throughout the 2016 campaign that he was willing to rollback diplomatic relations with the communist regime in Cuba.

"I am totally sure that this is much better that what Obama did", said Lopez, who arrived in the U.S.in 1960. USA farmers can continue selling their crops to the Cuban government.

The television and radio media also gave wide coverage to the declaration of Cuba on the aggressive decision of the United States president to reverse the advances in the relations between both nations.

Mr. Trump will reinstate travel and commercial restrictions eased by Mr. Obama previous year, during that administration's attempts to obtain additional concessions from the Cuban government.

"When he's cutting back on travel, he's hurting us, the Cuban entrepreneurs".

United States presidents have long balanced outspoken recriminations over human rights abuses with the need to do business with autocratic leaders who run countries that are important USA security and trade partners.

White House officials acknowledged this week that Trump had insisted on scaling back Obama's Cuba policy in order to fulfill his campaign promises.

Even as Trump predicted a quick end to Cuban President Raul Castro's regime, he challenged Cuba to negotiate better agreements for Americans, Cubans and those whose identities lie somewhere in between. "We know what's going on and we remember what happened".

This is the third major Obama-era accomplishment that has been reversed by Trump, who first repealed his predecessor's signature healthcare law "Obamacare" and then went on to announce US' withdrawal from the landmark Paris climate deal.

Obama announced in December 2014 that he and Castro were restoring ties.

"It's like we are returning to the Cold War", said Cuban designer Idania del Rio, who joined a group of friends in a hotel in Old Havana to watch the speech in English on CNN.
