According to the US Department of Justice, Shulaya aka "Brother", aka "Roma", is known as a "vor v zakonei" - a Russian phrase translated roughly as "thief-by-law", and which refers to an order of elite criminals from the former Soviet Union who receive tribute from other criminals, offer protection, and use their recognised status to adjudicate disputes among lower-level criminals.

The suspects were part of criminal activities such as illegal gambling businesses, credit card fraud and selling stolen goods.

The defendants, a lot of them from Brooklyn, included Razhden Shulaya, 40, of Edgewater, New Jersey, identified as a "vor" or elite criminal from the former Soviet Union who allegedly headed a nationwide racketeering enterprise that included 27 of those charged.

This isn't the first time chocolate crime has been in the news.

"What surprises me actually is that they were still involved in the traditional types of crime", he told the paper.

The Justice Department said that the Shulaya Enterprise comprised groups of individuals, often with overlapping members or associates, dedicated to particular criminal tasks.

Acting Manhattan US Attorney Joon Kim called the spectrum of alleged racketeering charges a "dizzying array of criminal schemes".

Those taken into custody are expected to go before a judge later Wednesday, according to a source.
