For example, federal agencies are no longer required to consider climate change when reviewing the environmental impact of new projects.

Mr Trump's move to end what he called the "war on coal" comes at a time when utility companies decisively favour fuel sources other than coal for new power plants, especially cheap and abundant natural gas and renewable energy, favoured by policies to promote wind and solar at the worldwide, federal and state levels.

The Clean Power Plan was introduced by President Barack Obama and the EPA in August 2015 in an effort to cut US CO2 emissions by 32% from 2005 levels by 2030.

"This is not what most people elected Trump to do", said David Goldston, director of government affairs at the Natural Resources Defense Council. The group, led by New York Attorney-General Eric Schneiderman, said in a statement: "We won't hesitate to protect those we serve - including by aggressively opposing in court President Trump's actions that ignore both the law and the critical importance of confronting the very real threat of climate change".

The White House did not immediately respond to an email seeking comment on the lawsuit. The order also requires the EPA and Dept. of Interior to review new methane emission regulations enforced on oil and gas drilling operations.

Donohue. We don't hold it against him that he is doing what he promised - all in his power to help both miners and other Americans who rely on low-priced electricity generated from coal.

But they believe efforts to revive fossil fuels ultimately will fail because many states and industries already have been embracing renewable energy and natural gas. The administration is still in discussion about whether it intends to withdraw from the Paris Agreement on climate change.

But coal mining jobs have been steadily declining since 2011, and according to the latest numbers out there, the US isn't planning to open a single new coal plant this year.

"I really don't know how far the coal industry can be brought back", he said. "While the president is taking big splashy action, he is actually doomed to fail".
